Well, the US is the only nation I know who publicly lock-up non soldiers people w/o charges and a trial.

France, Span, England, Ireland, Japan, all have dealt recently with terrorists. These terrorists are :
- killed during arrest operations cause they resist.
- or put in jail, waiting for a trial.

They are not :
- locked-up in a foreign country.
- refused any right.
