As Vietnam with US, Afghanistan with Soviets, Iraq with US and now Afghanistan with US showed is big military means fuck all against insurgents entrenched in their own territory fighting guerrilla warfare. As to nukes - how is spending more on traditional military (boots on the ground and carriers) going to make them less of a threat? Days of Cold War, when that stuff mattered, are over.
