So far I have looted a grand total of 1, which dropped off a kobold shaman.

Post here the who what when where how many. These items are a military resource, we need lots

Earth eles and shakas have dropped for me probably got 3 during the 185 earth eles.

Runestones definitely can come from digging outside the guarded area; its possible you can get it in guarded areas, but I noticed I get more when not in a guarded zone.

As for portal shards, I rack up quite a few killing Air Elementals on Ruby.
