That article is extremely misleading. Please view the Windows 10 Privacy Statement and judge for yourself what the implications are. A lot of third-party sites and journalists are posting misinformation in regard to the privacy concerns people have because it serves to get people riled up and brings in more viewers.

Most of the information being monitored is submitted for internal use to improve Microsoft products and the user "experience" if you are using Outlook.com e-mail or any other Microsoft service. It does not mean that everything you do on every program or application that you install will be monitored and recorded and sent to Microsoft.

As I stated previously, if privacy is a concern do not use a Microsoft Account when signing into your PC. Use a local account only. Do not use additional Microsoft services such as OneDrive, Cortana or Windows 10 "apps". Install and use desktop software as you normally would such as Google Chrome or Firefox browser instead of the "app" versions that require sign in and you will eliminate the issue almost entirely.
