as far as I know there is no skills in SC or SQ42 (NPC's have skill values players have to have player skill)

they have said from very early on that standings from SQ42 would carry over to SC.

IE if you are the hero that saves everyone in SQ42 then you can start the PU as a citizen with good standings with the UEE military
