Typically, throughout history: The victorious conqueror, after destroying the subjugated populace's iconic landmarks, power centers, or religious centers; will then build their own icons on top in order to eventually convert and sway that populace - especially future generations.

When our grandchildren go to that area in the future, they will vaguely recall a terrorist attack, but they will SEE a Mosque. When their grandchildren's grandchildren go to that area (if anything is still around), they will only see the mosque, as the 911 incident may no longer be taught or remembered at that point.
