In the second Warcry Q&A they went into slightly more detail about city locations... someone was asking if all the spots are big city size spots or if there were smaller ones for small "hideouts". They replied saying there would be underwater caves and small islands that could be built on. Not really KGB style to build small towns but maybe when we go to attack an enemy hideout we'd get to see a PK hideout that you can only get to by swimming underwater and then up into a cave.
