KGB AMBASSADOR CORP

The KGB Ambassadors Corp is charged with forging and maintaining amicable relations with all manner of Guilds, Clans and Groups within the realm of BDO. Within this Corp, there will be two subdivisions; Foreign Affairs and Diplomatic Services, led by two new positions, the Knight Commander of Envoys and the Lord Ambassador, both of whom will report to the Lord High Ambassador, who reports to the High Chancellor and King.

Foreign Affairs consists of all the Envoys of the Corp and are tasked with forming new relationships with the various clans and groups encountered through the server. Membership in this division is limited and will be reserved for those individuals who show a mature, easy going approach to all manner of people and groups, and who can maintain a level head and controlled response in the face of all manner of insult. Foreign Affairs division falls under and reports directly to the Knight Commander of Envoys.

The purpose of the Diplomatic Service is a bit more specialized. Each member of Diplomatic Affairs will hold the official rank of Ambassador, and is tasked with maintaining a KGB embassy within each of our allies and sub clan groups. In this capacity, they will be required to maintain contact with the leadership of the ally and/or sub clan, and make reports to the Lord Ambassador. This is a very ambitious step and obviously may be some time in bringing to fruition. The number of members in this division is only limited to the number of Allies and Sub Clans and Guild the KGB is dealing with at any given time. All Ambassadors report to the Lord Ambassador.

DIPLOMACY AND ALLIANCES ARE THE PRIMARY DUTIES OF THE KGB AMBASSADORS CORP.

As such, each member of the corp must meet key skills;

Negotiation

Before any negotiation takes place, the Envoy or Ambassador should be well informed of the potential ally or sub guild, and more importantly, what THEIR specific objectives might be. Ideally, the Ambassador Corp member should have sent in a request for and received a full intelligence report from the GSS, if possible. Occasionally, the pace will be such that this is not possible, in which case, some form of personal relationship is hoped for.

Facts that should be known about the potential ally or subgroup prior to negotiations should be, as a minimum;

Size of the organization. This should include the roster count they give, and also your estimations of actual size..this may be different, especially if the group roster contains tagged alts, or many of the members are no longer “active”.

Command and Control. What style of leadership do they have, were they elected or the founding members of the group. How active are they, as leaders, and how much or how responsible were their actions in making their group successful.

Possible objectives of the group. If you have any idea as to what your rival might be trying to achieve, account for it. This will aid you in negotiations.

History of previous negotiations and alliances. Has anyone dealt with them before? Have they been allied or subbed to anyone else, and if so, what is the status of that?

Are they fully aware of the rules, constitution and by-laws of the KGB. They must be willing to come in line with these and your knowledge of them will ensure that nothing slips through some loophole that will later have to be dealt with. Remember, the bad actions of one group in the alliance becomes the reputation of all.

When setting up the time and location for your negotiation, make sure you give your self enough time to prepare. Finally, make sure that you have a list of objectives and goals that will be for the benefit of KGB in this alliance or sub.

When the negotiations take place, set your own speed. Do not allow them to rush you into a decision, and if it seems they are taking to much time (communicating with someone out of view) try and speed the negotiation back up or ask them if they would like to postpone the discussion till some other time.

KGB FOREIGN POLICY WITH RESPECT TO ALLIES AND SUB GUILDS

GENERAL

1. KGB Foreign Policy is set forth by the Lord High Ambassador, at the direction of the King and faction High Chancellor. The policies may be changed by the Lord High Ambassador, in times of need, as long as the change does not violate the Laws and Rules of KGB, and under the condition that the change is subject to review and acceptance or rejection by the High Chancellor or King. The Lord High Ambassador serves as the extension to all foreign entities and is the director for all inter guild and group affairs.

2. KGB Foreign policy must fall within all rules and guidelines of our Constitution, By-Laws and Codes-of- Conduct.

3. Allies and sub guilds receive support and assistance of the membership of the KGB, to differing degrees, as stated in each agreement. For example, allies are normally entitled to KGB forces to assist in the defense of their cities or nodes or nation, but are not normally entitled to fiscal assistance and use of KGB facilities, outside of those reserved for alliance use. Sub Guilds however, are normally afforded the full use of KGB facilities and resources, which they are charged with supporting, through whatever means they can, to include possible taxation and subsequent normal guild usage fees or other resource, all of which should be outlined in negations and agreed upon before formal acceptance is accepted.

KGB ALLIANCE POLICIES

Disclaimer; The KGB reserved the right to research potential allying entities, to refuse any alliance for any reason, and revoke any alliance at any time for any reason. In order for the KGB to consider any alliance, the following must be met;

1. The KGB will not give up it’s sovereignty, command, or power to another organization.

2. The allying entity must agree to an equal exchange of benefits with the KGB.

3. The allying entity should know and be familiar with the KGB, Commandments, by-laws and Code of Conduct, and understand that interactions with the membership of KGB and requests must not violate these rules.

4. If the allying entity is found to be in violation of any agreements set forth, either in this document or in an alliance agreement, the alliance will be in jeopardy of revocation or suspension without notice.

5. The allying entity must be willing to allow the placement of, or provide for, an “embassy” within the allying entities areas, city, etc. and one will be provided for the allying entity within the KGB areas.

6. These conditions are not negotiable as part of any alliance agreement and must be accepted prior to any formal Agreement of Alliance. As alliances do not normally possess the exchange of or use of related resource, all other agreements and conditions MUST be set forth in an Agreement of Alliance.


KGB SUBGUILDING POLICIES

Disclaimer; Sub Guilding requires a commitment of another entity to physically and philosophically align itself as part of the KGB Nation. Unlike an alliance, the agreement for mutual protection actually involves subguilded members to be part of and use the KGB Nation resources and services. In addition, the following conditions will be adhered to;

1. The KGB will not give up it’s sovereignty, command, or power to another organization.

2. Guilds requesting subbing to the KGB nation must meet the following requirements;

a. Possess a membership of at least 10

b. Be prepared to pay a “taxation” stipend of 100,000 gold or silver o whatever (negotiable) for every 10 members, to offset the costs of the resources that KGB will make available, such a potions or materials depending on the availability and platform.

c. Must adhere to the KGB Nations Laws, Commandments, and Code of Conduct.

d. Sub Guilds must police their own membership, and failure to do so, will results in the relationship being severed and denial of all assets within KGB control, with no recompense.

e. Be willing to assume command of a KGB outpost or area at some point in the future.

f. Be prepared to protect the KGB Nation with all available resources at their command.

An Agreement of Fealty will be drawn up with any additional, or qualifying factors, and all negotiations must be concluded prior to it’s signing. Any sub guild may withdraw from the KGB nation at any time, however, with the understanding that “status” will be determined by the cause and consequence of this action.
