You can transfer after 3 months without any possessions and restrictions/CHARGES apply, it is not necessary to buy the new client if you want to wait and transfer. Keep in mind that they will be implementing the soft cap in this release. Who knows what that will do to transferred characters.

For myself, I refuse to pay for the client again in order to start fresh on the NA server.
My subscription is already canceled. Unless AV changes their ways, I will be looking for either a different game. Or staying on EU-1 server. I haven't decided yet
