Does this mean that I, as a European, have to buy the new client and don't have any chance of transfer/cloning?

If this is the case, I don't think I'm gonna move to the NA server. I don't wanna spend more money on this game, to start all over again, unless they make the grind A LOT faster. If I can transfer for a reasonable price, I might consider it.
