Today I submitted the final draft of the update to the venerable KGB Constitution. Please have a look. Your KGB Senators are reviewing it one last time before a vote to ratify next week. Please read through it when you have time. There are some substancial changes.

FINAL DRAFT OF THE KGB BILL OF RIGHTS AND CONDUCT

The KGB Bill of Rights and Conduct

This document represents the rules and ideals of the KGB nation. As a citizen of KGB you will be held to uphold the commandments and Oath. The Judicial branch of KGB is responsible to enforce these rules. Citizens of KGB can use a anonymous form to make the KGB Supreme Court aware of any violation. Only KGB citizens may file against an individual regarding violations of the KGB code.

Oath of KGB

As a Citizen of the KGB Nation, my personal integrity is irreproachable. I will never degrade myself by the lying to, cheating of, stealing from, or harming my fellow Citizens or declared Allies. I hold myself personally and unequivocally responsible to ensure the preservation of the honor of the Citizenship and good name of the KGB at all times. I will, to the best of my power, uphold and defend the KGB Constitution while preventing all offences against the persons and properties of the KGB Nation.

General Order 1: "Thou shalt uphold and abide by the ideals our Nation was built upon"
KGB Citizens have been striving to present themselves as honorable, respectable, and chivalrous since 1997. In the beginning, we came together to combat those whose existance was based on ruining the gaming experience for others. Over time we have evolved, but a basic idea and code remains. Respect both your fellow Citizens, Friends, and Foes alike whenever possible. Nobody is perfect. Problems will occure and tempers will flare. Help solve the problems with calm discussion and be respectful to others if possible. Some of our foes may not deserve this respect, but do your best to offer it. Always try to respect these ideals and the many members who came before you. Always consider your nations reputation that we all have worked hard to maintain since 1997. It was this bond that brought us all together and keeps us strong.

General Order 2: "Thou shalt swear faith to no other nation but KGB”
You are exclusively a Citizen of the KGB. You must put the goals of the KGB ahead of your own, and to put your loyalty to the KGB above all else. As a KGB citizen, you must not be a member of any other organization in any land where the KGB has a presence. In lands where the KGB does not have a presence, your affiliation with other organizations must not be in conflict with KGB. If KGB leadership determines there is a conflict of interest, then you would be asked to either leave the other organization, or renounce your KGB citizenship. KGB citizens that have affiliations with other organizations are barred from holding any leadership position within KGB, and may only hold the rank of KGB Knight. At any time, once all other affiliations are dissolved, a KGB citizen would again become eligible for leadership and military advancement.

The High King may declare a territory to be OPEN. This releases KGB citizens from the normal requirements of Commandment 1 in that territory, even though there is a KGB presence in that territory. This means that a KGB citizen may be a member of another guild in that region that has been declared open, subject to the following restrictions:

1) You may never attack or assist in any nonconsensual attack against any citizen of KGB or KGB Organization at any time.

2) You may never use KGB resources (Web, Team Speak, IRC, etc) against the KGB or any KGB member at any time. Such actions will be considered treason and dealt with per the KGB constitution.

3) KGB members that have affiliations with other organizations would be barred from holding any leadership position within KGB and could advance only to the rank of Knight. You must also forfeit any rank or title achieved at the time you join another organization. At any time, you may decide to give up those affiliations and become eligible for leadership and military advancement.

If you have at least one KGB tagged character in a region, you may have other, alternate characters in that same region who are not KGB tagged, but they may not be associated with any other organization in that region. However, all characters, tagged or untagged, must adhere to the KGB rules and ideals. ALL COMMANDMENTS APPLY.

General Order 3: "I will obey the lawful orders of those in leadership positions. If I am the senior KGB officer present in any situation, I will take command."

In a combat situation, the authority of the senior KGB officer present is absolute. His or her lawful orders, in the absence of the King, carry the same full weight of command as if those orders were issued by the High King, himself. It is the right and privilege, however, of any KGB citizen to contest any order given once combat operations are complete using the proper chain of command. If confirmation is established that unlawful orders have been given, the officer in command will be reprimanded in accordance with the KGB Constitution.

General Order 4: "Never disclose information concerning KGB internal matters or operations."

The enemies of the KGB constantly seek to exploit information vital to KGB operations. Failure to safeguard KGB information can endanger both you and your comrades on the battlefield. Lost information of intelligence value has lost both battles and even wars. You must personally and vigilantly do your utmost to SAFEGUARD KGB INFORMATION. YOU are responsible to safeguard Information in all forms of communications.

Article. I. [Distribution of Powers]
Section 1.


The powers of the government of the KGB are divided into three distinct departments, the executive branch, the legislative branch, and the judicial branch; and no person or collection of persons charged with the exercise of powers properly belonging to one of these departments shall be permitted to exercise any powers properly belonging to either of the others, except as in this constitution expressly directed or permitted.

Article. II. [High King/High Queen, Prime Ministers / Executive Branch]
Section. 1.

Clause 1: The executive Power shall be vested in a High King/High Queen. He shall hold his/her Office during the Term of life, and, together with the Prime Ministers chosen for the same Term.

Clause 2: In Case of the Death , Resignation, or Inability to discharge the Powers and Duties of the said Office, the Same shall devolve on the Prime Ministers, and the Supreme Court would vote on a replacement. In the case of the Prime Ministers, the High King/High Queen would select another. In the case of the High King/High Queen, The Prime Ministers would then act as High King/High Queen until the Disability be removed, or a new High King/High Queen is elected by the Supreme Court and Senate by majority vote.

Clause 3: Before the High King/High Queen enter on the Execution of his/her Office, he shall take the following Oath or Affirmation:--"I do solemnly swear (or affirm) that I will faithfully execute the position of High King/High Queen of the KGB, and will to the best of my Ability, preserve, protect and defend the Constitution of the KGB."

Clause 4: The Prime Ministers is authorized to carry out the duties of the High King/High Queen in his/her absence. This position has all the powers of High King/High Queen in accordance with the wished and duties assigned by the High King/High Queen. The Prime Ministers is second in command and his/her orders should not be questioned.

Section. 2.
Clause 1: The High King/High Queen shall be Commander in Chief of the Armed Forces and Guild Secret Service. The High King/High Queen and the (G5) Generals of each faction are fully responsible for Armed Forces rank and awards. Other than the High King/High Queen or the (G5) Generals of each faction, only the High King/High Queen or KGB Supreme Court may remove a member of the Armed Forces from the Guild if they have violated the KGB code and previously been officially warned

Clause 2: The Prime Ministers will represent the Guild in enforcement of the actions of the Supreme Court, and afre considered the Chief enforcement officers of the KGB code of laws

Section. 3.
Clause 1: The High King/High Queen shall have the following powers:

Clause 2: To fill all Vacancies that may happen in the Supreme Court and Senate

Clause 3: To expel a member or officer of KGB without question or review

Clause 4: To establish an uniform Rules of Membership, and uniform Laws of conduct;

Clause 5: To declare War, grant Letters of Marquee and Reprisal, and make Rules concerning Captures on Land and Water;

Clause 6: To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the KGB, or in any Department or Officer thereof.

Article. III. [The KGB Senate / Legislative Branch]
Section 1.

Clause 1: All legislative Powers herein granted shall be vested in a Senate of the Knights of Glory and Beer, which shall consist of prominent members chosen by the High King/High Queen. The Chairman will coordinate the Senate. Senate members may, during a Senate meeting, present proposals for approval by the citizenship. These Proposals must be sent to the Chairman, in writing before a meeting. Any member, Senate Member, the Prime Minister, and The High King/High Queen may issue a proposal for review by the Senate.

Clause 2: The KGB Senate Forum will be use for proposals and discussion. Proposals will be presented, discussed, and then voted on by the Senate. The Prime Minister and all Senators vote on presented proposals. If a proposal is passed, it is recorded and moves to the High King/High Queen for final approval. If the High King/High Queen approves it, it becomes Law, if the High King/High Queen veto's it, it is returned to the Senate for review. The may continute to present it to the High King/High Queen for approval after review and change. There is no way to override the High King/High Queen's veto.

Clause 3: The Senate Proposal to Law Procedure Summary and Protocol

a) A Member contacts the Senate Member of his/her choice and shares an idea for a proposal, or a Senate Member creates an idea himself that is worthy of a Senate Proposal.

b) The Senate Member writes the idea in Proposal form.

c) The Senate Member posts the proposal on the Senate Message Board

As a root message in the Senate Message board, the Message is identified as a proposal because the subject is in ALL CAPITAL LETTERS. Example "PROPOSAL: GIVE THE High King/High Queen A MEDAL".

Discussion between Senate Members regarding the proposal will be done in the form of Message Replies to the original message (The proposal itself)

Only the original Proposal Submitter may agree to amend the proposal. If another Senate Member wishes to change a proposal and the Original Submitter does not agree then it must be submitted as a new proposal.

The Chairman of the Senate will monitor the page to see when a Submitted Proposal is 10 days old. The voting process will consist of a Poll will be created in the forum and set to expire in 10 days.

d) The outcome of the vote on the proposal will be posted on the message board. It will be added to the Constitution and eventually deleted.

Section. 2.
Clause 1: The Senate shall be composed of Members chosen by the High King/High Queen. The High King/High Queen will appoint the Chairman of the Senate as needed.

Clause 2: A Senate Members term is 6 months. At that time the High King/High Queen may review his/her position.

Section. 3.
Clause 1: The Senate shall be the judge of the elections, returns and qualifications of its own members, and a majority shall constitute a quorum to do business. A smaller number may adjourn from day to day, and may be authorized to compel the attendance of absent members, in such manner, and under such penalties as the Senate may provide.

Clause 2: The Senate may determine the rules of its proceedings, punish its members for disorderly behavior, and, with the concurrence with the High King/High Queen and Prime Minister, expel a member from the Senate.

Section. 5.
Clause 1: The Senate shall have the following powers:

Clause 2: To declare War, grant Letters of Marquee and Reprisal, and make Rules concerning Captures on Land and Water with a majority vote.

Clause 3: To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the KGB, or in any Department or Officer thereof.


Article. IV. [Judicial Branch and Powers]
Section. 1.

Clause 1: The KGB Supreme Court will work in tandem with the KGB High King/High Queen and Prime Ministers to enforce and review the laws of the Guild. The High King/High Queen will appoint a Chief Justice of the Supreme Court for the term of life.

Clause 2: The Supreme Court may officially mark Members for disorderly Behavior, and, after due process of law, expel any Guild Member or Senior Guild Official.

Clause 3: Due process of law consists of The Chief Justice selecting two additional Justices and holding a hearing in compliance with Article 3, Section 2, were evidence and testimony for both sides is presented. The accused has the right to be represented by the person of their choice. After both sides have presented the Chief Justice and the chosen Justices will come to a majority verdict.

Clause 4: No Person shall be convicted of any crime unless on the Testimony of two Witnesses and/or one screen shot of the same overt Act, or on Confession in open Supreme Court hearing, or if the Act was witnessed by a Senior Guild Official (Executive cabinet and or Supreme Court Justice)

Clause 5: If a Member is convicted of a crime against the Guild or a violation of the KGB Code, they will be sentenced by the Chief Justice using the following guidelines on the first offense:

PROBATION: The convicted party is marked with a minimum 15 day and maximum 90 day probationary period. Violation of probation is defined as breaking any KGB law that is reported via the KGB Court System (filed charges with a guilty verdict). Offenses while on probation are addressed in Article 3, Section 1, Clause 6.

COMMUNITY SERVICE: The Chief Justice may require the guilty party to complete a task in line with the recognition and desire to reform behavior based on the law or laws broken (Example: public apology, restitution of funds, etc). Failure to complete community service would be considered a second offense.

SUSPENSION: Removal from activity in any KGB Faction for a period of up to 14 days. Message board access will be limited to the Great Hall only during this time. The guilty party would be removed from carrying a KGB title (example: UO removed from stone, DAOC removed from guild) but still must remain in compliance with all KGB General Orders (specifically General Order 2).

EXPULSION: The guilty party's membership in the KGB is revoked, all access to KGB private resources is removed.

Clause 6: If a Member is convicted of a second act in the probationary period, they may be expelled without review of the High King/High Queen, granted a second probation, or additional conditions from Clause 5 may be added. This decision will be made by the Chief Justice.

Clause 7: Expelled members may re-apply to KGB after a 180 day period. They must undergo the KGB Citizenship procedure before being allowed to join any KGB stone.

Section. 2.

Clause 1: Charges against a member must originate from a KGB Supreme Court conduct report.

Clause 2: The form must be complete to be recognized and admissible. Submitters must identify themselves, but may request that their name be withheld.

Clause 3: Forms are submitted directly to the Chief Justice for initial review and evaluation.

Clause 4: The Chief Justice will review charges with the other Justices to determine if the case should go to trial.

Clause 5: The Executive branch will not be involved in the Judicial process, except for the right of Pardon which may be granted after charges and punishment have been chosen by the court..

Clause 6: If the court decides a trial is in order, the following process will be followed:

Clause 7: A prosecutor will selected by the Chief Justice to represent the state.

Clause 8: The prosecutor will work with the Chief Justice to create the following document in the format listed below and posted in the Great Hall of the KGB Meeting Hall for all to review:

3) Not Guilty - This means you disagree with the charges as stated. If you plead in this manner the 3 member Supreme Court will hear both sides as stated in the KGB constitution.

Clause 12: The KGB Supreme Court message board will be activated with all involved gaining exclusive access. A thread will be created and moderated by the Chief Justice.

Clause 13: The Chief will post the Emailed plea in the thread.

Clause 14: If Guilty or No Contest is plead, the Court will then initiate the resolution. This could be punishment or restitution. The entire thread would then be posted in the Great Hall for review by all citizens.

Clause 15: If Not Guilty is plead, the defense would then post a rebuttal to the charges, followed by the prosecution posting a rebuttal to the defense claims. This would be allowed to continue until the defense and prosecution rest their cases, or the Chief Justice ends the dialog.

Clause 16: After arguments are completed, the Chief Justice would then deliberate with the other two Justices on the case and make a ruling.

Clause 17: Rulings by the Supreme Court are by majority vote of the three justices assigned to the case.

Clause 18: The defendant would then be acquitted or charged in the matter and sentence would be posted in compliance with the punishment guidelines listed in Article 3, Section 1.

Clause 19: The ruling along with the entire thread would be posted in the Great Hall for all citizens to review.

Clause 20: The ruling is final with no appeals allowed.

Clause 21: The High King/High Queen retains the power of Pardon. The High King/High Queen may grant a pardon per public post after the process is complete.

Article. V. [Amending the Constitution]
Section. 1.


Clause 1: The High King/High Queen, may amend the Constitution whenever it is necessary.

Section 1:

The KGB citizenship is involved in many online game worlds. KGB Citizenship entitles you to take part in any game world that KGB is involved in. When KGB's involvement grows, the High King/High Queen may delcare that game world a "Faction". A faction will be assigned a leadership team. This leadership rank applies to the assigned faction only. All member are invited to take part in the faction and follow the leadership assigned.

The following represents the chain of command listing command ranks only:
GM5 - High King/High Queen
-GM4 - Prime Ministers
--GM3 - Chief of Staff
** The rank of Chief of Staff is not defined in the Constitution. The Chief of Staff carrys out day to day operations in service to the Federal faction. They carry the authority of the High King/High Queen but may only act in their service and not independantly.

Section 2:
FACTION LEADERSHIP POSITION AND STRUCTURE
Clause 1: The rank of High Chancellor is essentually the Guildmaster of KGB in a specifc gaming world or game server. The High Chancellor once selected, would form his own government and be responsible for the day to day operation of our presence on his/her specific gaming world or server.
Clause 2: The ranks of Chancellor and Vice Chancellor are chosen by the High Chancellor and serve the same term. These offices are second and third in command and support the High Chancellor in the day to day operation of our presence on his/her specific gaming world or server.
Clause 3: The G5 - 5 Star General focuses on military organization and tactics without the burden of administrative duties. They report directly to the Chancellors.
Clause 4: All Faction governments report to the KGB Federal government and ultimately to the KGB Constitution.
Clause 4: Faction authority applies to the specific assigned faction only. Officers may visit and be involved in other factions, but do not carry cross faction authority.

Section 3:
POWERS
Clause 1: The High Chancellor shall have the following powers:

Clause 2: To fill all Vacancies that may happen within their faction

Clause 3: To remove a member or officer of KGB from their factions stone/roster/TS/Vent immediatly at any time.
**In such a case, it should then go IMMEDIATLY to the Court and the Senate , and the faction leadership should be REQUIRED to submit an incident report to Court/Senate/HK/Someone explaining why it was necesarry, what charges they wish to bring, etc.

Clause 4: To establish special rules of Membership, and uniform rules of engagement for their specific faction (with the advice and review of the High King/High Queen);

Clause 5: To declare War, grant Letters of Marquee and Reprisal, and make Rules concerning Captures on Land and Water within their specific;

Clause 6: To make all Faction specific decisions in support of day to day operation of KGB's presence in a specif world or server.

Section 2:
FACTION CREATION AND MAINTAINING OFFICE

Clause 1:The High King/High Queen shall appoint the High Chancellor of a newly formed faction

Clause 2: The appointed High Chancellor will have 7 days to appoint the other key positions in his or her faction. A High Chancellor would need to appoint a Chancellor and a Vice Chancellor, as well as a Commanding General (G5). Failure to complete this duty would result in the required resignation of the High Chancellor and the process would begin again.

Clause 3: Every 60 days, the High King/High Queen, with the support of Federal Officers, would hold a vote of confidence (1st of every month). Citizens involved in a specific faction would be required to vote for or against confidence in the current Faction leadership. A Citizen should not vote regarding factions they are NOT involved in. Majority rules. If the current High Chancellor is approved by the membership, then they and their cabinet would remain in office, if voted against, the High King/High Queen would appoint a new High Chancellor.

Clause 4: Any full member of any faction may call for an election at anytime. This is accomplished by making a petition that at least 50% of the active membership of the said faction signs. At that time, the High King/High Queen would hold an election within 10 days of the submission of such a petition.

Clause 5: Elections will be administered by the Prime Ministers under the supervision of the High King/High Queen, and Prime Ministers. Elections will occur on the 1st of every other month.


Section 3:
HOLDING YOUR GOVERNMENT OFFICE OR MILITARY RANK


The key to this new government is being ACTIVE. Your Nobility / Status title is permanent, but in order to hold a Military Position or Government Office you MUST be ACTIVE. ACTIVE means playing the game that the Faction you hold office in on a regular basis, and completing all the tasks required by that office. You can only hold office in ONE FACTION at a time. Your noble title stays with you where ever you go, but to hold office in two factions would be counter productive. If you find yourself losing interest in a game you hold office in, plan on resigning and letting someone who is ACTIVE take over. All Factions DEPEND on the involvement of their Officers, if you hold a position, stay committed or do your Nation a favor and step aside. If you remain in office when you are inactive, you will be asked to step down. REMEMBER YOU ALWAYS KEEP YOUR NOBLE TITLE AND STATUS! Know the difference.

Section 4:
ROYALTY / NOBILITY / STATUS in the KGB Nation
The KGB Rank and Status system is divided by Status/Nobility and Position/Authority. You will see these two different systems mixing together and yet remaining independent. Government and Military Leadership Positions are not subordinate to Status/Nobility. Status/Nobility decides how much monetary compensation one will receive separate from the pay of holding a Position or Office. For example a Crown Princess could not order a General into Battle. Status/Nobility help to represent the effort and value one has earned over their career. For instance the High Chancellor of the Dragonland Faction (Made that one up) may also hold the title of Lord of Dragonland, or Arch Duke of Dragonland. In this case he would be known as Arch Duke BillyJimBob, High Chancellor of Dragonland. When he retired as High Chancellor he would be known as BillyJimBob, Arch Duke of DragonLand. Higher status and position means more pay, and more respect.

Crown Prince/Princess
"Prince" has a long history. When the Emperor Augustus accepted the title from the Roman Senate, it meant "first among equals", as in "primus inter pares". It remained one of the titles of the Roman Emperor. The English word "principal" retains some of this meaning. In German, the idea has been translated into the title "Fürst". In the most general terms, when not referring to the children of a king, "prince" refers to a sovereign or semi-sovereign individual who has direct personal rule over a relatively small territory, as with Monaco and Liechtenstein today.

In KGB, When one reaches the position of Prime Ministers, you then carry the title of Crown Prince or Princess. This means you are second in line for the High King/High Queenship. When you retire as Prime Ministers you will always carry the title of Crown Prince or Princess and are considered a member of the Royal Family

Grand Duke/Duchess
This is a ruling (or formerly ruling) title unless it refers to the children of a Russian tsar. A sovereign grand duke or grand duchess was often a royal highness (as with Luxembourg). In German usage, you will also encounter the style of "Grand-Ducal Highness". It is difficult to decide if a Grand Duke outranks a Prince or Fürst. One has to know the history of the title.

In KGB, this is the second highest title one can reach and is rarely given. One must be active and motivated in the constant running of KGB, and show the greatest example to it's citizens. This position represents perfection and those that wear this title are shining examples of the best of the best at all times.

Arch Duke/Duchess
The Latin dux was a military title that might roughly translate to "field marshal". The historical kernel of in the stories of King Arthur probably refers to a dux bellorum in charge of the forces holding off the barbarian onslaught in early post-Roman Britain. The English kings introduced the French ducal structure into the British system, and it was initially a mostly royal title (as all new creations during this century have been). In France especially after 1600, however, as well as in Britain, it has evolved into a mostly non-royal title. The idea that a duke is a royal title, however, is strong in Germany, perhaps stronger than it ever was in Britain, where all the children of the head of some ruling houses are automatically a Herzog or Herzogin, much as imperial offspring were archdukes or archduchesses.

In KGB, this title is worn by the highest ranking Military Officers after they have proven themselves time after time in Combat and most importantly leadership. Those who hold almost celebrity status would be candidates for Arch Dukedom. Proficiency in Politics and Leadership are the KEY! Look for Former KGB (G5) General of the Army's and 4 Star Generals as well as the best of Ministers of State and Political leaders.

Duke/Duchess
A duchy (or grand duchy) is the territory ruled by a duke (or grand duke) or the lands (and/or incomes) specifically attached to the ducal title. A dukedom is the title itself. In the UK, there are properly only two duchies, those of Lancaster and Cornwall; these are essentially corporations holding properties that provide income for the Queen (who is "Duke" of Lancaster), and the Prince of Wales (who is also the Duke of Cornwall); as only these two dukedoms carry such special "attachments" with the title, duchies are thus a royal preserve.

In KGB, This will be the final title and noble position for KGB Officers and Office holders that excel at their craft. To be a Duke, your name must be well known and your record and reputation must speak for itself. Dukedom carries with it the knowledge that one holds the highest respect among those who do not wish to pursue leadership at the highest levels, and yet excel far beyond the norm in their skill and career.

Earl, Countess
"Earl" is related to Old Norse "jarl", and is equivalent to "count", which itself comes from the Latin comes. This in turn is related to the English word "county", which pretty much explains what a count was: the principal figure of the county. In Roman times, the comes was a courtier, an Imperial official, and actually outranked a dux (duke).
William I of England regarded the Anglo-Saxon "earl" as a synonym for "count", and while this was not correct, it was a practical equivalency. Old English lacked a feminine and thus the French term was adopted for an earl's wife as well as for women who hold earldoms in their own right.

In KGB, Earldom and the other titles listed below are achieved by well known and decorated veterans from KGB who have been an example to the rest of the nation.

You should add in whether or not a High chancellor has the power to disband a faction and or sell of the factions city. AMAZINGLY KGB has had not one but TWO cases of crazy High Chancellors just deciding on their own that a KGB faction should be closed and or its city sold off. It is my understand that not even the HC can make those decisions that only the High King can because 90% of the time just because that person doesn't want to be HC any longer there are at least a few others who would gladly take his spot. So this limit in power should be noted in our constitution.

I've never liked this rule, and i've expressed this multiple times, LOL, over the past year. You can say I'm wrong to think this way but tell me that. So far I point out reasons why this rule is crap when put into actual practice and then never get a response as to why I'm wrong yet it keeps showing up draft after draft, don't tell us to blow an hour reading this if you wont reply to our comments.

Wow, whew got that off my chest, anyhow this isn't a good rule because its way too strict. 7 days is a very short time for a gaming leader to pick other leads, this isn't real life and even in RL 7 days is a very short time still. And if we dont get it done in 7 days we're kicked out as HC? Zouch! The ONLY way this rule could work is if the person who is going to be chosen as HC is told so well in advance, at least a week and any other contenders for the spot know this as well in advance. This would then give the soon-to-be HC time to pre-pick vices and generals and once he was officially named HC his 1 week time limit wouldn't be so bad.

Still though why have a 1 week limit instead of a month... I personally always liked picking my officers in game after seeing how they actually acted in game. With the 1 week rule the HC is FORCED to pick his ol' buddies and thus newer people who are much more active in the new game have no chance.



Finally, under section 4 probably or maybe someplace else, I think the Warlord title should be mentioned I do still have the unique privilege of automatically being a general in any faction i'm deemed active enough in correct? I don't like hallow titles...

Well Raek. The process needs to move. I know you dont like the rule because you never completely filled the positions in your tours.
I think that depth in leadership is important, and is the sole reason why KGB survives today. During my travels for work in RL, KGB would have withered and died. Thats why I want the HC to get this done. We dont want to spend a ton of time waiting for an HC to get it together. If they cant stand the heat, then they get voted our of the kitchen quickly.

I like some of your other ideas, I am going to expand more on the powers section of the High Chancellor.

Nowhere does it exclude the same individual holding multiple posts. It will have to scale to the game also, regarding number of positions required to fill.

Generally speaking though, if someone doesnt have at least a couple of people in the guild with whom they know and already have a working relationship/can rely on to share responsibilities with, they probably have no place running a faction for the guild.

lol, not sure about that statement Derid. Sure many of us already know a couple of good ol boys that we could -throw- into the top seats of power. However the point of my objection is to stop just this sort of activity.

For example, if Game X came out right now and Jet made me H.C. for it i'd have 1 week to fill 3 very important spots.. Chancellor, Vice, and G5. Hrmm okay... *sends PMs to 3 people*

Raek, I have to respectfully disagree with you on the following grounds:

(1) The person chosen to be a High Chancellor would be someone already intimate with the game. His cabinet would also be intimate. We just done decide "Today this is a Faction". As with Darkfall, there is a large interested base already excited and ready to go on a moments notice.

(2) I made this rule based on our experience in WOW in which you were the High Chancellor. You never filled these positions despite being in power for Months. In your absence, things fell apart and the faction ran like a headless chicken.

This entire system is based on depth in leadership and activity. The job of a High Chancellor is a tough job, and there are tough challenges. One of those being the ability to make quick and difficult decisions. For a High Chancellor, in my opinion, choosing a cabinet seems to be one of the lessor challenges. If you dont like the decisions you make, then change them.

I have changed the focus on leadership to be totally based on activity. This will ensure an active and dedicated leadership over time. We all go through our honeymoon periods with a game, and my new system will ensure that the faction leadership always feels like they are on a honeymoon, or they would be voted out of office by their peers.

I've said before, and will say it again.

You cant create great leadership with rules, it doesnt work that way. You had an example of what "can" happen. But you can create an imaginary (or real) dramatization like that for just about any scenario. There are endless ways to screw
up leadership.

For smaller factions, usually the people playing will know each other fairly well from playing together. Filling any required posts in that case should be a breeze.

For larger projects its important to move quickly. Organization has to be done quickly to avoid falling behind the other (usually far far far more determined and organized at launch) pvp guilds. Not only does it need to be organized, and the proverbial ball set in motion for the main US Timezone, but Euro and even Azn timezones.

Not much time to dilly dally. True, someone could screw it up. But screwing it up has happened often enough when there was plenty of time. The biggest previous failing, and the origin of this mindset of picking ultra-carefully is due to a historical reluctance to demote people who were no longer functioning.

I think the 7 day rule will be fine as long as, as Jet said, factions aren't spontaneously made. However, it does seem to me like the rule restricts leadership positions (at least the top 3) to only those that got into the beta, because of the points Raek brought up.

oh and General Garal just sounds plain awesome.. you guys could call me GG for short =)

WoW H.C.: Me
WoW Chancellor: Romeo (since day 1 of release)
WoW vice Chancellor: Garcia (since day 1 of release)
WoW G5 general: (The Only vacant spot)

Then below them I had a wide assortment of ranks and titles from PvE raid leaders like Lyandra and his tied to the hip girl (I forgot her name) as well as Knight captains like Valentein, Donkleaps etc

I understand you were absent for most of this, High King, but I did fill all but one position which was the G5 spot, which, forgive me but in a carebear game like WoW based purely on gear grinds, such a rank is basically a moot point. Which is why it was never filled and instead its duties were done personally by myself or my knight captains. I had too much respect for the title of G5 to degrade it for a game like WoW.

There was no headless chicken of a guild in WoW. The fun of WoW had died for 80% of the server before KGB had basically all its leadership go inactive, and it wasn't just me that stopped playing late last summer.


The point I want to make though before anyone gets huffy and puffy over this stuff is i'm just sharing my thoughts on this 7-day time limit rule. Now that I have more than voiced my opinion I am content to sit back and allow the fellow leaders of the guild to figure out what is best. If the 7 day rule is kept you wont hear me making some big uproar about it. I'm here to play games and have fun afterall. But I atleast can say I did what I could to prevent a rule I felt was faulty. But I do intend to respect the decision of the senate when it is made. I wont even be trying for chancellor rank in Darkfall so it really doesn't hurt me either which way.

Making a note in the constitution about H.C.'s not having the power to sell cities or disband a faction should definitely be made though, it happened in SWG and Shadowbane, in Darkfall it would be 10 times more damaging; we must do what we can to prevent it.

This seems like a game specific detail. The General Orders in the Constitution are meant to cover situations that are applicable to not only all games, but even out of game, such as respecting others and protecting KGB information that is of intelligence value, even in the forums.

Orders that are game specific should be published in a Faction specific document. Those orders could be posted as a sticky in a KGB Only faction forum board.

Something to consider that perhaps should be addressed in the Constitution.
