The thing with this story is that this kind of shit happens at all levels. When people have access to other people private infos, they will abuse it.
When working on a website with private messaging, I had to push to get those message stored in encrypted form because some colleagues got the habit of reading those just for the lulz.

Any power given to anyone will be abused in a way or another. If you don't want that to happen, don't empower anyone.
