KGB Black Desert Online Faction Update

Because of game mechanics, we are making a change to the BDO faction. This offers a much less strict membership policy and allows individuals and other organizations to tag under this faction without needing formal KGB membership

The KGB BDO Faction will be classified as a KGB Faction State as outlined in the KGB Faction System - Articles of Confederation.

The faction will remain OPEN as defined in KGB General Order #2 and will be reassessed for moving to CLOSED status on April 15th, 2016.

`Conscript` (TS Only Rank) will be used again for the sake of meet and greet so we can evaluate candidates or just invite people to hang out while they decide if we're the right fit for them to continue to additional games with - If stealing/espionage was more of a threat, we might not employ the conscript rank, but it's at least appropriate here still for the time being.

Additionally, State Faction allows us to invite in ally guilds under our tags when appropriate while not requiring them to give up their affilitions/identity as long as they're not getting in the way of the current game. (if it was a high probability of being a problem, the game would remain Federal)
