If boarding and crewing works out like most people think it will, you will need a solid 40-50 active players to man those vessels and have a repel/boarding crew on each to have them all out at once. That doesn't even begin to address all the single seat and two seat snub fighters and combat support (missile boats, ecm, scout/interceptor) that you will want to field so you don't get ganked.
