Found this on the DFO forums. Is this right? Never really had R80 staves, so didn't know the damage difference was this insignificant.

I tested 10 spells in a row on the same target using the same staff, here are the average numbers.

All tests were done with 120 intel vs the same target. 100 Necromancy and 100 intensify as well. (Cursed Bolt was used but all spells are the same). Target is wearing cheap robes. All damage done to front of target.

R00 Dawnstaff (0.00) = 42 dmg
R00 Mahirim Tribal staff (0.14) = 44 dmg
R40 Blackbolt (0.07) = 45 dmg
R40 Deerstick (.28) = 44 dmg
R80 Racial (0.49)= 45.3 dmg
R80 Racial +Q5 magnitude(0.92) = 49 dmg
R80 Corpsecaller +Q1 magnitude (1.00) = 50 dmg
Anyone see a problem with this ?!!?

The difference from the newbie staff to the best possible staff is 8 dmg?

Now to illustrate the problem better i will do the exact same test with melee.

120 Str, 100 polearm skill + 100 polearm mastery.

R00 Redreach (0.43) = 28 dmg
R00 Impaler (0.49) = 30 dmg
R40 AlfarPole (.68) = 38 dmg
R50 Guisarme (.82) = 45 dmg
R60 Ripper (.88) = 49 dmg
R70 Veilcutter + Q3 Keen (1.00) = 53 dmg
Difference from the newbie weapon to almost the best (R80 not availleable) is prety much double. You see an almost linear 5 dmg bump per rank of weapons.

Pretty much. I think it should remain this way, too.

Since all the dmg modifiers are the same you might as well stock pile the upper tier dropped and crafted staff's, and try to find a lower or middle tier staff that can be enchanted or has casting time reduction or cool down reduction.
